On November 10, 2023, He Ping, director of the Intellectual Property Application Department of the Hunan Provincial Market Supervision Administration, led a team to Xinshao to conduct research and guidance on intellectual property work. Zhou Yonghong, secretary of the Party group and director of the municipal market supervision bureau; Luo Jing, deputy county magistrate; and Tang Rulong, secretary of the Party group and director of the county market supervision bureau, participated in the event.
In recent years, the Xinshao County Party Committee and County Government have given high priority to intellectual property work, incorporating it as a crucial element in implementing the provincial Party Committee and government's "Three Highs and Four News" blueprint and the county Party Committee's "Two Consolidations, Three Creations, and Four Strategies." This has continuously improved the practical effectiveness of intellectual property work. By the end of September 2023, the county had accumulated 155 authorized invention patents, including 36 high-value invention patents (a year-on-year increase of 30.39%). The per capita invention patent ownership was 2.58, a year-on-year increase of 32.48%, representing a 5.7-fold increase compared to 2019. There were 5561 valid trademark registrations (a year-on-year increase of 21.25%), 8 PCT foreign invention patent applications, and 11 Madrid trademark applications. Patent applications cover engineering technology, biomedicine, electronics, and information technology, fostering a mutually beneficial development of technology and intellectual property across the county, significantly enhancing independent innovation capabilities.
That day, the research team visited Hunan Corey Biopharmaceutical Co., Ltd. and Hunan Kaitong Electronics Co., Ltd. Through on-site visits, briefings, and document reviews, they thoroughly investigated the companies' production and operation, product applications, technological innovation, and safety production. The team focused on the companies' patent technology research and development, patent applications, patent technology transformation, and intellectual property protection systems. A symposium was held to exchange ideas on strengthening intellectual property work and optimizing the business environment.

He Ping expressed full affirmation of the county's intellectual property work, acknowledging the county's high degree of attention and effective measures, leading to rapid progress. She emphasized the need to further recognize the importance of intellectual property application, particularly its role in promoting county economic development. The application and transformation of intellectual property should be considered within the context of high-quality development and a favorable business environment. The county should aim to become a national pilot county for intellectual property development, comprehensively improving the quality of intellectual property creation, application efficiency, protection effectiveness, management capabilities, and service levels, continuously fostering leading and model enterprises. The county should effectively implement intellectual property transformation and application, unleashing the potential of patent transformation to benefit economic development. Trademark and geographical indication applications should be effectively implemented, including quality improvement, Brand building, industrial chain strengthening, and capability enhancement projects to empower local industries and high-quality economic development. The county should further promote the use of intellectual property as collateral for financing, helping enterprises to resolve difficulties in obtaining financing.
